This resonance results in a partial double bond character between the carbon and the halogen.

The partial double bond character makes the carbon-halogen bond stronger. A stronger bond is harder to break apart. This increased bond strength means that it's more challenging for the \(\text{S}_\text{N}2\) mechanism to occur, as it relies on breaking the bond between the carbon and the leaving group.

Increasing the difficulty, proper orbital alignment is crucial for the \(\text{S}_\text{N}2\) mechanism. An essential aspect here is the backside attack. The nucleophile has to approach the carbon from the opposite side of the leaving group. However, in vinyl halides, the \( sp^2 \) hybridized carbon does not favor this alignment.

The \( sp^2 \) hybridized carbon's geometry makes it tricky for the nucleophile to align its orbitals correctly with those of the carbon. Misalignment means the transition state required for the \(\text{S}_\text{N}2\) reaction can't form efficiently. Hence, it's another significant reason why vinyl halides don't undergo \(\text{S}_\text{N}2\) reactions. Proper alignment is like a lock and key fit, and in the case of vinyl halides, the fit isn't right.
