The most stable conformer of 2,3-dimethylbutane can be given as shown below.

This conformer is the most stable of all the conformers as the two methyl groups in this conformer are situated opposite to each other. So there is no repulsion among the bulky, methyl groups. The above conformation is the staggered conformation of 2,3-dimethylbutane.

This stable conformer is generated due to the rotation of C2 and C3.
