Discretionary spending is government spending that is carried out through an appropriations bill. Unlike qualification programmes, where funding is mandatory and governed by the number of qualified recipients, this spending is a discretionary part of the financial arrangement.
Safety net projects:
All projects in the pay security work () are included in this category, with the exception of those in the following two sub capacities: government representatives' retirement and incapacity () and general retirement and handicap protection () (). The latter includes the Pension Benefit Guarantee Corporation, as well as schemes that provide annuity and powerlessness benefits to select small social gatherings of private-sector employees.
